Your institution’s formula decides. There is no single national SGPA/CGPA-to-percentage formula in India. If your grade card, transcript or university regulations state a conversion, use that one (pick it above or enter it as a custom formula). When an employer or admissions form asks for a percentage, quote the formula you used and where it comes from, so they can check it.
The equations in Circular 332/2020
SPPU’s Academic Section issued Circular No. 332/2020 on 3 November 2020, approving these equations for CBCS degree programmes of all faculties in affiliated colleges from 2019-20:

How to use it
- Find your CGPA and the final grade that goes with it on your SPPU grade card.
- Choose that grade above and enter the CGPA.
- The result shows the equation used, so you can quote it on an application form.
Entering a CGPA that doesn’t belong to the chosen grade will still produce a number, but it won’t be a meaningful SPPU percentage. The circular itself doesn’t list the CGPA range of each grade, so check the grading table in your programme’s rules or ask your college.

Why do I need to select a grade?
Because the circular uses a different equation for each final grade, the same CGPA gives a different percentage depending on the grade band it falls in. Use the final grade that goes with your CGPA on your grade card; ask your college if it isn't shown.
Can I convert my SPPU SGPA to percentage with this?
The circular is written for CGPA. Using the same equation on a single semester's SGPA gives an estimate only; SPPU's circular does not give a separate SGPA conversion.
What percentage is 8.5 CGPA with an A+ grade at SPPU?
12 × 8.5 − 25 = 77%. With an A grade the circular's equation would give 10 × 8.5 − 7.5 = 77.5%, which is why the grade matters.
